i started to laugh and then i realized that this is actually a really valid question

As I understand it this assumption implies Satan has the same sort of morality as God, and they’re in cahoots about how people should be treated.
Which doesn’t really makes sense.

The Devil is a fallen angel, and he hates man for his resemblance to God, so he punishes us for existing in His likeness.

It’s just convenient that God has a place to send his wastrels.

I think that’s right, but would welcome some correction if I’m off the mark.
